"Image dimension should be 200 x 230 pixels" — the banking photo size, set exactly
200 x 230 is the photograph size IBPS, SBI and several state recruitments use. The check is exact, and close is not good enough.
200 x 230 pixels is the photograph size used across the banking recruitments — IBPS PO and Clerk, SBI PO and Clerk — and by a number of state police and state board applications. When a portal names it, it is comparing the two numbers exactly. 200 x 231 fails. 199 x 230 fails.
Set it, do not approximate it
Open the photo resizer with 200 x 230 already filled in, drop your photograph in, and drag and zoom until your face sits inside the frame the way you want. The output is exactly 200 x 230, and the KB range for these exams — 20 to 50 — is set too.
The shape is not the shape of your photo
200 x 230 is close to square. A phone photograph is much taller than it is wide. Something has to give, so decide what: fill the frame and lose the edges, or fit the whole picture inside and accept white bars. For a passport-style photograph, filling the frame and positioning your face is almost always right — the portal wants a head and shoulders, not your whole body with margins.

If this is a banking application, the photograph is one of four files, and the other three have their own sizes: signature at 140 x 60, left thumb impression at 240 x 240, and the handwritten declaration at 800 x 400. Getting all four right before you start is far less painful than discovering them one at a time inside the portal. The IBPS Clerk and SBI PO pages list all four with a tool set up for each.

Questions
Is 200 x 230 the same as 3.5 cm x 4.5 cm?
No. 3.5 cm x 4.5 cm at 200 DPI is 276 x 354 pixels. 200 x 230 is a different, slightly squarer shape that the banking portals specify directly in pixels.
What KB should a 200 x 230 photo be?
For IBPS and SBI, between 20 and 50 KB. Around 35 KB is a comfortable target.
Can I upload a 400 x 460 photo since it is the same proportions?
No. The check is on the numbers themselves, not the aspect ratio. It has to be 200 x 230.
Why does my face look cramped at this size?
Because the frame is nearly square and a phone photo is tall. Zoom out slightly and reposition so your head and shoulders fill the frame without the top of your head being cut off.
